Most iced coils are not replaced. Frost on the fins is a defrost story, and a coil that comes out of a bad month of icing usually goes straight back in unharmed once the heater, the sensor or the control behind it has been sorted out.
A coil is changed when it has stopped holding refrigerant: a weep at a bend, corrosion under the frost line, damage from something driven into the fins. That is a hole in the sealed circuit, and no amount of thawing will close it.

Why is a coil priced with the compressor and not with the fan?
Because the coil belongs to the closed circuit. Reaching it means recovering the refrigerant, cutting into sealed tubing and rebuilding the charge afterwards, which is the same order of work as a pump change. The fan sitting in front of it is a different band entirely.
